On Nov. 13, 2023, Children's Hospital Association (CHA) submitted comments in response to the Department of Health and Human Services (HHS) Office of Civil Rights' Discrimination on the Basis of Disability proposed rule. These comments focused on the importance of placing children with disabilities in the most integrated setting for long-term supports and services. CHA highlighted the effects of this on children's hospitals and discussed the need for additional investments in the home- and community-based services (HCBS) and child welfare systems.
