Children's Organizations Joint Comments on 2018 Draft Letter to Exchange Plans

Four national children’s organizations joined with CHA on a letter to the the Center on Consumer Information and Insurance Oversight (CCIIO) on its 2018 Draft Letter to Issuers in the Federally-facilitated Marketplaces reiterates previous recommendations that the agency: 

  1. Define the pediatric Essential Health Benefit so it guarantees access to medically necessary, age-appropriate coverage
  2. Adopt a network adequacy standard that ensures children in-network access to all providers of covered services

In addition, the letter:

  • Addresses new network breadth classifications for qualified health plans. CHA encourages CCIIO to include integrated care networks in the classification system that seamlessly provide health care services, from the perspective of the patient and family, across the entire care continuum
  • Supports CCIIO’s proposal to assess enrollee access to specialty providers and makes specific recommendations to better focus the assessments on pediatric specialty care access
